In an otherwise excellent article, the word "pestering" is used to describe the YWCA's admirable ongoing attempts to change access to income assistance, especially regarding domestically abused immigrant women. "Pestering" is what a three-year old does to its parents to be allowed to play with a chainsaw, or, more sinisterly, "pestering" could describe the abusive spouses stalking and harassing the women attempting to escape with their children from a domestic hell. "Pestering" has such negative connotations.

A great follow-up article might be about laws to compel men to apply for permanent resident status for their wives, many of whom were misled and then brought from overseas and then cast into this life-threatening limbo.
